Some solid info in that, a good read non the less. But plastic could be different, so I'm not sure in that regard.

Sand with scratch pad that is equivelant to 320 grit sand paper (or sand with 320 grit sand paper), spray 1-2 coats of primer sealer down (helps to gain coverage), let dry 15 mins, spray 3 coats of base coat down (or more coats if needed for coverage, use a tack rag between every coat), let dry about 10 mins between coats (if not dry between coats you'll have problems, like lifting), after final coat let dry about 15 mins, tack off again, apply 2-3 coats of clear (if using a fast flash clear only let dry about 2-3 mins between coats), DO NOT USE A TACK RAG ON THE CLEAR COAT! lol. If you follow the steps and get it done without runs and with minimal dirt nibs, no need to sand and buff, and you'll have a nice glossy finish.

Base Coat is your color coat. Usually your paint steps are epoxy primer (on bare metal), filler primer (for leveling out, or filling areas), primer sealer (to seal and put down a solid color for coverage), base coat (your color of choice), then your clear coat.
