you guys are idiots he has an eg (NO GAS LIGHT). His gas guage is not working. Its not that he doesn't have one its just not reading the right amount of gas. EXP: its stays on full when really its empty. Sorry i dont have the answer for you but i understand the question. I have a non working temp. guage. My friend had a non working gas guage for a while but it just started working after a while.

I think thats where its confusing.... Gauges "read" values they dont "tell" anything
Misinterpretation by more than one person
Try another gauge (assuming you know someone who has the same gen civic

the thing in the fuel tank that floats is fuked up, this is what makes the gauge on the cluster read fuel level.
its probably a bad connection or the float in the gas tank may be faulty / broken, either way you ar going to have the trace the wires back from the guage cluster, to the tank looking for a short/cut/rat chewing on it
if its not that then id go ahead and remove the back seats, remove the fuel pump and inspect the float, i bet you its not even connected to the assy anymore

Its common in pretty much all hondas. Our gas gauges are controlled by the tides and magical fairies. Not how much gas we have in our tanks. You're just going to have to learn to go off milage.
