Default Vacuum

I have 92 accord with 260K. I just got a new tranny and it shifts mostly when I let off of the gas because this is when the engine vacuum gets high enough. Because of this, it has really akward shift points.

Are there any chronic issues that decrease vacuum? Is the MAP sensor bad? I am almost positive that I have no external vacuum leaks (that I can see/find anyway).

Any ideas?
