I found an OEM timing belt on ebay and it said its for a b16, b18, b18c1 etc. Is this correct?

No, they are not the same. The belt goes with whatever waterpump your using.

no, they use 2 different timing belts due to the amount of teeth on the water pump pulley.

b18 belt is longer due to a b18 having a taller deck height

yes, when doing the timing belt, it is wise to do the water pump, tensioner, and if you can the cam seals.
