Will a V-AFC be sufficient to tune an LS/VTEC?
I have decided to build an LS/VTEC. I have done alot of research on the topic and understand that no existing ECU runs this setup well. Can I use a V-AFC to finetune this motor? Or should I get a chipped ECU and get someone t tune it? I am trying to do this swap properly on a budget.

What year is your car and ECU? Most times, putting together a chipped ECU setup for use with Uberdata or Crome is actually less expensive than purchasing a V-AFC. Both would need to be professionally tuned for optimal results (assuming you don't have a wide-band O2, access to a dyno, or personal tuning experience), so the chipped ECU would not really be a more expensive option. while the results would be far superior.
