Default weird problem adjusting valves on H22A

I was adjusting valves on a buddy's motor the other day and the exhaust valves went fine but I can only seem to be able to adjust every other intake valve. I mean, the valve on the right on each cylinder will adjust fine, but the valve on the left seems to just snap the valve tight to head like its spring loaded. I haven't seen anything like this on a b18c or b18b or d16z motor before.

Anybody had this problem before? anything I'm missing? any help would be appreciated.

I don't think so since all the valves just had a fresh regrind while the head was off to replace the head gasket.
