Default Help 99 Civic Ex not starting

I've eliminated the possibility of the alternator, the battery, lack of gasoline, and the starter. The car wants to starts but err. err. err. and nothing any ideas? My brother thinks it could be the coil pack or distributor.

Car not started. First no electricity, Second, no gasoline.
You said you heard err. err sound, so no problem with starter/ battery.
Try to unplug the one ignition wire out of spark plug, put a screwdriver in the wire. Place it on the engine. DON'T TOUCH IT. With someone start the engine and you look at the screwdriver. If you saw a little movement, it meant it has electricity so it's gasoline problem. If nothing happened, it is a ICM (or called ignitor) problem. It is a very common Civic problem. It is located inside the distributor. It is not cheap. I suggest you buy a new aftermarket distributor to replace.
