Default Best affordable sleeves for D16 INSTALLED? Also, D15 block... any use?

I have a D15Z EVTEC motor on hand and I want to play with it a bit. I figured I'd just trash this worthless head (small valves, crappy vtec). But will this block work good for a turbo setup? Just as good as a D16 block? What's the difference? Just the crank?

Also, who can do a sleeve job on this to run about 10 psi boost up to 15 psi on the regular? RELIABLY. I want some decent sleeves but I was hopin I could get away with somethin 700 bucks or less. Anybody out there do this? Lightning motorsports comes close but I'm lookin into my options here.
