Intermittent wiper issue, '98 EX
My car recently began having a problem with the wipers. This is the first problem I've ever had with them and my car has generally been problem free in the three years I've owned it.
The issue is this: I turn my wipers on the lowest setting, and the wipers start up like usual, but then they stop midway up and stick. A few seconds later they will move again, but they always stop for at least three seconds in the middle of the windshield.
This does not happen on the other higher settings.
When I have the wipers on and go to turn them off they also have began to just stop where ever they might be on the windshield at that time. Before they would return to the bottom unless I happened to leave the wipers on and just turn the car off.
I have already checked and confirmed that the problem IS NOT THE COMBINATION SWITCH.
Does anyone know what the problem might be? I'm thinking either the motor or the intermittent wiper relay circuit.

There is a technical service bulletin out for the '98 Honda Civics' wiper motors. You must replace the motor to fix the problem. The root of the problem is that the return switch within the motor breaks.

even if the relay disconnects power to the wiper motor, if the wiper arm is half way up it should return to the park position.
I can remember reading that you can clean the part in the wiper motor that returns it to park, or you can simply replace the motor.
