Default Has anyone had any experience with 'Blue Sky Clean Air' Fuel Conditioner?

I read about it from a site called SmogTips.com. I just purchased a 98' Civic HX from a private party and I need the smog checked. SmogTips.com has 6 must-do tips before having your car inspected and one of them was using 'Blue Sky Clean Air Fuel Conditioner' http://(www.blueskycleanair.com). In addition to lower emissions this conditioner also is supposed to increase gas mileage which was the reason I bought the HX to begin with.

I'm just curious if this product is as good as it claims.
