Well for what it sounds like you're going to need some work. If you live in a state where he need to read the obd2 and have tail pipe sniffed like here in cali.

1) Get a obd2B for a 00-01 ITR Ecu P73
2) If the above ECU was originally from your ITR then skip the next part.
3) If the ECU was not from your car then take new/used ecu to a acura/honda dealer or some locksmith to have your chip key to repogramed to your new/used ecu.
4) Get a CAT. not a high flow cat. cause the flow rate is to fast to clean air.

try above if still failed do 2 emmision.
get ready to remove turbo kit.
and find a smaill dia. exhust.

Best of luck.

I've been there!

If you go back to a stock ECU, you need stock fuel injectors and fuel pressure too. Don't boost like that, might want to disconnect the charge pipe, but you can break your turbo like that too

Otherwise, get re-tuned on E-Manage with your stock ECU. That option sucks too.

You could move to somwhere that doesn't require emissions, or sell the car. Might be easier.

Re: TURBO/JDM/CRS/SMOG/LEGAL DISCLAIMER

*** IF THE LINKS BELOW INTEREST YOU, BUMP THE THREADS!***

CRS is a one stop California vehicle
registration center that specializes in registering JDM and street legal
race cars regardless of the modifications.

Turbocharged,
supercharged and high compression JDM motors are no longer a problem to legally
register in California.

Smog exemption is the ultimate mod. Imagine running the engine of your dreams, and,
never having to smog the car ever again....

Jay Garrett/hazw8st
California Registration Solutions (CRS)

About the smog/carb exemption:

Smog exemption is 100% legal and gets you indefinite smog exemption that is even
owner transferable.

Smog exemption covers the biennial smog only.
As is, if a cop pulls you over, yes you can get a referee ticket. So no more stickers,
fart cans and/or blow off valves if you are running a modified motor.

Propane kits can be installed on your vehicle in less than an hour to legally pass
emissions.

First step is for you to fax us your paid registration receipt and proof of insurance.

Once we receive the fax, we will get you an appointment closest to you, we will
try to accomodate you by getting you an appointment within 40 miles from your residence.

We use propane gas to legally pass the car, there are no side effects or permanent
modifications, so please do not be alarmed.

Flat rate is $400-$500 for smog exemption status.

Turnaround is 2-3 days.

Please fax the requested documents to the number below, please include a legible
fax cover sheet with your name and contact info.

Please be advised that insurance, registration and drivers license info are of public
domain. This information is used by CRS to determine where the vehicle will be processed.

Only problem with what cltitus said is that Jay Garret is from California while the OP is from Baltimore, MD.

HA!

No, if you use E-Manage, you can keep OBDII and your stock computer. That's all I'm saying. You can fail for a gazillion other reasons, but you should be able to run your stock computer without any CEL's (plus or minus a barometric pressure sensor code)
