i wish i could help but i can't understand your explanation. are you gonna use a stretch gauge after you torque them down?

i think what he means is that he had a bolt that wasnt long enough, or was only showing a few threads sticking through. So he tightened it down to spec and is wondering if the motor will be fine.

thats gonna be the week link in that motor if she lets go weather it be at idle or above 8000rpms

the rod bolts are all same size, only one of them is "kind of" hard to tight all the way down, it went half way from the rod cap to the rod and it feels like already tighten, then i force it in and torque it. my question is, will it be safe to rev to 8-9k rpm??

NO! you are right this will be the weak link.

question did the ARP's come pre-insttled with the rods?

either the rod cap or bearing has been dropped installed wrong or both. that rod and cap with new ARP should be taken back to machine shop and checked. they have a procces to torque the rod cap and check the mating surface and roundness of rod. this will inshure you will have no problems with that rod bearing.

Just take the whole thing down to them and ask there advice.
