Timing Belt Shifting

Any ideas as to why my timing belt (brand new), is sliding to the right? Maybe a pully out of whack? Just put in engine & need to test drive but not like this!!!

Does it have the washers on the crank gear? That's what they are for, to keep the belt centered.
