failed smog...need ideas

it's a 95 ex with a bar'd b18c1 and i/h/e. passed the 25mph part but not the 15mph. also passed the visual with the aem intake and dc header. the guy also said there's no timing marks on the crank pulley causing it to fail the ignition timing portion of the functional check. it's a stock pulley so i dont understand how there's no marks. maybe he just didnt see them?
on to the results for the 15mph part...
HC (PPM)

meas: 110
CO (%)
max: .59
meas: .49
NO (PPM)
max: 731
meas: 1098
i went for a little drive before taking the test just to get the cat warmed up. i have a free retest within the next two weeks so i think i'll do an oil change and spark plugs. any other ideas?

i did. it even says on the bar sticker the timing is set at 16btdc and i have not messed with it.

Alcohol's easy to find, go to any hardware store and look in the paint section. They should sell quarts and gallons of denatured alcohol.

i have a 96 dx with a header and it didn't pass so i put on my ex. mani with cat and it passed easily but i ran two cats..

UPDATE:
passed after doing an oil and plug change. much easier than i thought. i did find out though that my timing is at 12*btdc which would explain why the engine doesnt respond like it should. time to set it back to stock.
here are the updated numbers:
HC (PPM)

CO (%)
