98 Civic HX - weird noise from intake arm? video inside...

Ok so my 98 HX seems to be driving well, or at least the best its been driving in the last few weeks. My only concern is im getting this weird noise from my intake arm, like a muffled fluttering type sound. I checked the arm itself to make sure there was nothing blocking it and its clear, I also redid the ignition timing thinking that might be the cause, no change. What would make this noise?
Here is a video showing the noise, since u cant see the throttle body heres whats goin on...
1. Car idling [no throttle] - NO audible flutter (what it should sound like)
2. Very light throttle, audible flutter
3. Few revs
4. Car idling [no throttle] - audible flutter then it slowly stops
thats a little timeline of what goes on in the video. Im pretty puzzled by this, maybe someone can chime in and help me out

Put your stock intake box back and see if it still makes that sound. It sounds like a normal intake with the filter box removed to me. The intake box muffles a lot of noise, much more than a cone filter.

i thought that was the case as well but why is the idle perfectly quite in the beginning? and why is the sound present only at the start of the idling at the end of the video then it stops?
