over heating help .....

Default over heating help .....

ok my car is a 92 civic hatchback cx ... i have a mildly built gsr block pistons rods and block gaurd......
i got the motor used ... installed it ran fine with my last turbo set up never got hot ....
i change my turbo set up upgraded the turbo and bigger down pipe ...
now the down pipe is really close to the radiator and when iam on it it starts to over heat and when iam off the gas it cools down ... i have two fans a pusher and a puller (one stock and other slim fan ) i changed the thermostat out still does the same thing ... ive taken the thermostat out still does the same thing ...
i moved my radiator and made custom breackets so it sits 2 inches away from the downpipe . and still does the same thing ... keep in mind i have the fans wiried to the ignition ...

iam completely lost and have no clue what to do ... my motor doesnt burn and oil and doesnt eat water ....

any help would be awsome ... thx in advance
