Im not an expert but let me try and help you... first of all is it just the block that was built or the head too??? because im thinking if the head was not built and not even taken it to a machine shop to have it look at before you put it back on your block then im thinking that the head might be warped!!! Is the head gasket new or is it the same one??? Is there white smoke coming from anywhere the motor in the engine bay???

Heres other thing:

***Check if the fan spins if its getting power???
***Check if you dont have air inside the block from the radiator???
***check the oil preasure

When you say over heat, do you mean that 208 is overheating? The fan on most Hondas does not even kick on until 210. Are you doing most of the driving on the freeway? I always struggled to keep my water temp. down on the freeway, although I never dyno tuned my setup and I was running a half dual core rad. that blocked by my intercooler. Is your intercooler blocking most of your radiator? If so, this is will contribute a large part to your car overheating because air cannot take the heat away from the radiator. Please tune your car before you lose what you have spent on your car.

- Was there any work done on the head at all?

it could be a # of things. Try running 90/10 mix, 90% being water. Not enough timing can do that sometimes, I have seen it before. I have been having problems with my hatch running hot too on hot days. Tryed EVERYTHING, then I noticed that If I take my bumper off the car, It would NEVER overheat. Ordered a SPAL fan, puller, and welded a shroud for it, and problem solved!!! Def. start with the obvious though, and make sure you bleed your system really good. If that doesn't work, try taking off your bumper and see what that does. If it helps, there ya go, it's a flow issue. I never thought of the fan not being strong enough, but man it makes a WORLD of a diff., I'm talking like a 10-20 degree drop!!!
