Default no power

well i was trouble shooting some things on my b20vtec eg on different issues. I unhooked the positive and negative terminals. When i hooked it back up my car has no power. Its like the battery is dead. I hooked up the mutimeter and the battery is strong. any ideas?
1. i checked the fusebox in the engine bay
2. check the grounds in the engine bay, im going to just sand to metal and redo them.

anything else i need to check. im puzzled

hell yeah ive checked the fuses in the engine bay. i checked some of the fuses in the cabin, but which of those fuses would affect not having any power. battery checked 12.5 volts. What controls the cars power?

well i tested the alternator by putting the multimeter postive side on top of the alternator, where the rubber peice is at and grounding it to the frame and its done for. It measured in at 1.56 and its supposed to be like 12 or 13. something like that. I did this with a brand new battery hooked up and of course with the car cold cause the car will not power up.
