Default Car seems to loose power when floored

here is the deal,
I have built a D series engine

D16A6
eagle rods
.20 over JE dome pistons
V-tec head 99-00
P2P 96+ ECU
I am running a non-vtec wiring harness with vtec wires pined in

When I floor the car it looses power and v-tec doesn't feal like it kicks in and when I come to a stop the car will stall.... If I have the pedal about half way the car feals strong oh and the speed odometer doesn't work ATM

If anyone could help I would be very appreciated

If i remember right, no speedo means no vtec.

hmm one more question, if the timing is advaced one tooth to far on the camshaft would that cause be not to have any topend HP
