For low boost you will want a larger wastegate.

The wastegate controls the amount of exhaust gases that are bled off. High boost needs more exhaust gases in the turbine housing and very little bled off through the wastegate. Low boost uses less through the turbine housing and bleeds more exhaust gases out through the wastegate, necessitating a larger wastegate to accommodate the larger volume.

Hope that helps.
