Default Timing Belt ?

so, i just had my timing belt / water pump replaced by Honda, is it normal to hear sort of a whining noise when i rev? it also sounds a little different when it idles too, hoping it's not loose or something

second that...
but after I did my timing belt... (still auto tentioner...i know i know.. ill change it..) but after I changed the belts... i feel way more vibration now... cuz my balancer belt is now a little tighter then it was, it doesnt squeel or whistle or anything but the motor feels rougher...timing is at 10 or 9 deg.. and I cant seem to change it.. (OBD2..) i jumped the plug but the dizzy adj. didnt make any difference....the timing jumped to 13deg when plug was jumped and it dropped to 9deg when I pulled the paper clip...why???.. WOULD that hurt the motor at all ..guaskets, bearings or anything??
