Default help with vtec

just did a d15b1 swap in my civic. and i have 2 ecu's 1 which didnt work in my old d15, but the new one worked in the old motor but this motor it wont. the old ecu makes the car spit and spuder and sets at like less than a 1rpm idol. But the new ecu in it works but doesnt get vtec to kick in,

any ideas?

I'd reckon you have a whole host of other problems to address first.

Any CEL's?
