Default Vtec no working?

just did a d15b1 swap in my civic. and i have 2 ecu's 1 which didnt work in my old d15, but the new one worked in the old motor but this motor it wont. the old ecu makes the car spit and spuder and sets at like less than a 1rpm idol. But the new ecu in it works but doesnt get vtec to kick in,

any ideas?

Because some CEL's put the ECU into limp mode and cause VTEC to not engage.

There are certain codes, such as a tps sensor that will make vtec not engage.
