Default Fuel guzzling 89 CRX Si

A friend of mine is having major problems with his CRX. It's getting a wooping 200km per tank, highway driving. The car is completely stock, other than a Intake and exhaust.

He thought it was the fuel pressure regulator, so he changed it. Same problem. The fuel filter has been changed too. I think his gas tank is new. His head was rebuilt this winter (timing belt snapped). Car ran fine until a few weeks ago. The car stalled, and the only way he could get it to start was by pulling the hose off the FPR.

Short of having a HUGE gas leak, any ideas as to what's causing the fuel consumption? I'm thinking that the injectors could be running open, or maybe relates to the O2 sensor. And as for codes, the check engine light's been on ever since he bought the car in 99 (he just realised that the throttle position sensor clip is broken).
