its hard to say without really looking at it and knowing the complete history/symptoms. if it bogs at high speed or under hard acceleration, i would replace the fuel filter first. did you recently run the gas tank empty or near empty? if so, that can stir up the sediment on the bottom of the tank which then travels to the fuel filter.

Is the CEL ON?

I assume by the poor gas mileage that the smoke is black (fuel) rather than blue (oil).

Measure your fuel pressure and check whether a fuel injector(s) is stuck open.

In addition, do you have a thermostat installed? Is the temperature sensor working? Is the ignition timing set to spec? Do you have an exhaust leak around the O2 sensor?

Valve clearance/lash out of spec is another possibility.

Are you burning oil? Or just too much fuel?

Carbon build up might be cleaned up with some Seafoam.

If you think that some valves may be bent, compression test the cylinders.

Seems like something went very wrong when you installed the new valve seals. Better have another look at them.

You're losing and burning a lot of oil, right? Solve that important problem first and then go from there.

Easy to check. Also look inside the IM to see if there is free standing oil.

Your cylinder compressions are good, indicating that the rings and head gasket are fine, so you're back to bad valve seals.
