Default I think possibly my throttle cable is sticking?

Ok, i've got a 1991 civic hatch with the 1.5 dual port in it, and it runs perfect other than the fact that sometimes even after i let off the gas it seems like the gas pedal is still pressed, and it revs up a little bit when i shift, and sometimes if i just clutch it, it will continue revving. I think that it's the throttle cable sticking but i'm not too sure, anyone have any ideas?

Actually it revs up when i've actually got the clutch pushed in. The clutch grabs great. It's just that the problem is that when i push the clutch in to shift it revs up slowly.
