Default Is this a timing problem or what?

First off a little history on my car, Its a 91 civic with the 1.5 dual port in it. I was driving to work today and as I was driving the car would like lose all electrical power it would do this for like a second or so. It did this everytime I would speed up fast and\or shift. The main crank seal is leaking oil on to the timing belt as well. the check engine light is has been on for a while. My question is, could my timing belt have slipped and was that what was causing the electrical lose or is the electrical lose a totally bigger problem. And if my timing slipped and the engine cut off Did I beld the valves or are the valve ok?

if you're running a D15b2 and your belt jumps the electrical wouldn't budge.
i was doin 110+ and my belt snapped and nothing happened.
its crazy i didn't bend any valves.
sounds like the alternator belt may have slipped.
