Default P06 ECU MUGEN CHIP, fuel regulator, CAM GEAR Questions! HELP!!!

I have a 1994 Honda Civic DX with the D15B7 Engine. I have all the basic bolt-ons, but here recently wanted to go ahead and do a little more to hold me over until my H23A Vtec Swap. What I bought was a Mugen Spec chip for the P06 ECU, OBX Adjustable Pressure Regulator, OBX high FLow Fuel Rail, OBXAdjustable Cam gear, Overdrive pulley kit. I Installed the OBX stuff up above just fine, but when I throw on the newly chipped ECU, I cannot go above 4000RPM's and I just have no power. I was told by a friend of mine that it may be because I am pushing too much fuel in. I backed the fuel pressure down to 31PSI, which is stock I beleive mentioned in my Haynes manual, but it still does not work. THe Engine light is on and there is gray smoke coming from the exhausts. IN addition to that, I just cannot find any information on how to tweek out the engine with the new mods. You know, the correct combinations. I am confused by the whole concept of the chip. Is this setup all conflicting? Can anyone help me with this? IS there something wrong with this chip?
