Default Rev Problem

So heres the deal, im puttin a crx together for the oval dirt track, just hooked up my tach and what not, start it up and it only revs to like 4800. Not sure if its been like that since i had the car cus the dash n gauge cluster was already removed. Does anyone have any idea what the problem could be? My only guess is the ECU but i coulda swore the other day when i rev'ed it up it sounded like it went all the way to like 7200 and bounced off the limiter but now it just cuts out at like 4800. All inquires are welcome. THANX

its not an auto meter but an aftermarket 4 in 1 but i didnt hook anything up besides the tach part, i even unhooked it to see if that was the problem.
