Timing belt..HELP

Default Timing belt..HELP

Doing timing Belt, i am doing a timing belt on a twin cam..blah blah, when i go to set the 2 arrows at twelve o clock, the intake cam has drag and i have to try and hold it there with an open-end so it doesn't return back to where it was, from the spring pressure i guess, is this normal?????

some dohcs have holes on the end of the cams at tdc just put pins in it and it will hold at tdc
