how do i get to the cluster in a 5th gen civic?
the very outter piece holding everything together (it goes around the emergency button and some ac vents) has two screws holding it. after removing those two screws the piece is still stuck... is it just clips? im afraid if i pull it will just break.

There is a 3rd screw located behind the hazard button, you have to pop off the hazards and get behind it. The rest is just clips. I'm sure that 3rd screw is what's holding you up.
