at first i thought for the first couple of days it was due to the temp change ... but the car will rev up to 2,500 hundred then drop to 1000 rpms or so then back up...after the car warms up everything is fine idles fine but def doesnt start up how it wld normally do.... 1500 until warm then back to normal idle, any suggestions ?

Well those 83 accords have vacum lines going everywhere, see if one of them is cracked.

be sure it is full of coolant and the block burped thru the 12mm bleed screw at the T-stat housing. If that is all okay; you can try adjusting the FITV.
On your car it lies sideways under the throttle intake, remove the 2 phillips screws from the cap and inside you'll see a nylon 'splitscrew' with a cone sticking thru it; turn that 'splitscrew' in a couple turns.
