That's limp mode and you should be throwing a solid cel. Is it a chipped ecu?

Try letting the ecu unplugged for a wile, check make sure all your plug wires are pushed in the whole way.
Codes?
Does the car run smooth when below 4k?

When my dizzy went out in my B16 EF it wouldnt let me rev it over 4K. Check the codes and see if maybe it is throwing a distributor code.

If the chip is loose it will put you in limp mode. Something is up with your chip.

TRY CHECKING CODE FOR TDC IN DISTRIBUTOR AND TRY CHANGING THE CHIP MIGHT HAVE WENT BAD.
