Where on the block of my h23a motor is the outlet for my turbo oil feed line? Should I bore my old oil pan for the return line or buy a pan that has been bored?

Ther is no 'outlet for turbo oil feed' since the engine is not a boosted engine from the factory. You'll have to use your head and get some tees, fittings, and lines. Stealthmode.com sells these lines and fittings (along with other places) and you can use the stock oil pressure sender location.

It's actually StealthmodePerformance.com, and you can tap into your stock oil pressure sensor for the feed. For the drain, save the money for the pan and tap the stock one.
