When referring to heat shield rattle, is it primarily the shielding around the catalytic converter that rattles or the shielding that is fixed to the body above the catalytic converter?

A yes or no answer will suffice.

 

Mine was the heat shield about the cat

 

my first rattle came from the cat itself but then tore it off so it stopped then when i put in a high flow cat it was rubbing against the heat shield fixed tot he body so i took that off. now the new cat is rattling so im abou tot ake off that heatshield as well.
