heat shield on Cat

heat shield on Cat
I was wondering. My heat sheild on my cat is making so much rattling noise to the point where I want to cut it off. I live in California, so if I do cut it off, am I gonna have any problems smogging it? I had somebody tell me I would since I was "tampering" with an emissions unit

I unbolted mine and took it completely off when i put on my high flow cat. I went to get my emissions checked (in Georgia) and everything was fine.
