Default What are normal rpms for vtec?

Well seeing as how I just got an Integra, and its the first Vtec motor I've owned i thought it was normal for Vtec to engage at 4500 rpm's. But everyone I've asked think thats wierd and too low. The car is a 94 GSR p72 ecu not chipped .. skunk 2 intake manifold and bolt ons. I just got it like a week ago, bear with me here. The previous owner did have a vafc in it but loks like he reconnected all the wires when he removed it. oh and im also throwing a IAT sensor code and Primary 02. I know the 02 is bad but I've replaced the sensor and the light is still on. what could it be? Thanks In Advanced

reset the ecu by either disconnecting the negative batter cable for a few seconds or pulling the ecu fuse for a few minutes.

vtec on a stock b18c1 is 4400 at wot

Trust me man I already reset the ecu. And by no means am I car illiterate its just I'm used to eks not dcs. any ways the voltage is at 4.4 on the IAT. so my vtec is normal then right? Now i got to rigure out why its throwing that code.
