On your year I'm not sure how it works, but it should be a cable that runs from that release to the actual latch in the front.

On my year it runs along the driver's side fender well, which you can access without getting under the hood

so as in take the tire off then the wheelwell? or w/e any suggestions on how to get it open i was thinking that I could go from under the car and undo the hood latch itself and take it of then reinstall it with the hood only catching on the first latch then putting a block for the second latch and holding the hood down with bungee cords while i work up the money to buy another hood latch release wire?

Yeah to my knowledge (at least on my years 94-97) the hood release cable runs along the inside of the driver fender.

So take off wheel, take off clips, take off fender well plastic lining and it should be visible/accessible

Ok, there's a possibility that the cable has been broken....
You will have to use a plier and find the cable, it is a "mickey mouse" thing to do, and pull it out quickly, because it snaps the latch when you pull it hard enough.
I've done before to my older accord, done to my current accord once, and done to 2 cars from customers at my shop.
