thats the way it is. and there is a white tube. its called the overflow tank. you use that to check the fluid level. instead of popping open the radiator cap when its hot and bathing in burning coolant. but if you want to fill the radiator, thats when you pour it through the cap.

but how can you poor coolant in that cap if its already filled?

if its already filled, then you don't need to pour coolant in it.
make sure that cap and your overflow tank( the white thing) are full and your ok.
