how are 99-00 ek fog lights suppose to fit a 99 dx font bumper>?

yes. there should be an outline already on the underside of the bumper.

Yes, the black false vents need to be trimmed.

What's the process there, take a razor and cut them out?

They need to be cut. I'd use a Dremel, but a sharp knife, saw, or similar tool should work.

 

And there is an outline pre-existing that I could use as a guideline?
