I doubt you can remove the primer and not damage the clear. If you had Ins. just tell em what the deal is and re-paint it whatever color you want.
there is nothing that is clear coat safe??
i just bought the car this way, but i knew the person who owned it,
if you you use your fingernail you can scracth of the primer and see the paint undernieth which is shiny/glossy
it will just takes days to scratch all of it off

Agreed. You can also try a product by Sparkle Auto that's made for removing graffiti. I used it to get white road marker paint off a black Chevy Blazer and it worked like a charm. Don't use it on plastic parts
The pressure washer might work, though

ok i tried pressure washing, and i tried wd40 because i heard that can be used to break apart the solvents, but it almost seams as if its a flat black paint??
cheap primer is laquer based, it will wipe off with laquer thinner. i would however ask a body shop the effects of the laquer thinner on you clearcoat.

Primer can be flat black, but primer is available in a lot of different colors (light grey, orange/red, etc).
Flat black primer tends to come out on the grey side of black in my experience, while flat black paint tends to be darker.
I'd try getting a small amount of the stuff Archidictus mentioned and spot-testing it on an inconspicuous part of the car (lower quarter panels, etc).
Basically you want something tough enough to remove the paint but not enough to damage the clearcoat. My gut says taking thinner to it would end badly, but my gut was created before clearcoat finishes.

what you want to do is wet sand it off, I would suggest starting out with a coarser sandpaper, then when you get most of the primer off you want to go to a really fine sandpaper. you will sand into the first layer of clear coat, but then you polish it out and wax it. I'm pretty sure that is how its done.
I would search for painting hot rods.
I know for the Hot Rod guys they always end up sanding out the last layer of clear. they actually do it throughout the painting process to get rid of imperfections and the orange peel look.
Good Luck
