Default help! Power steering problem... Power Steering fuild keep overflowing, faulty value somewhere?

I have a 93 Prelude with H22A1 swap, just finished the timing belt change, started the engine and the PS fuild keep overflowing from the reservoir. Looks like its clog somewhere in the PS sysem, someone mentioned about faulty spool value, where is it? Does that mean I need another PS pump? How to fix this? Thanks.

The fluid appears to be foaming up in the reservoir. Anyone can help?

Double check all the lines...over to the VSS, to the rack, to the pump, etc. Maybe there's a kink in there somewhere? There's also a PSP (power steering pressure) sensor under the intake manifold you could check out.
