Default Powersteering Problem

It's a 93 Civic Lx Auto, when i purchased the car the power steering didn't work so i thought it was the power steering pump so i replaced that and no luck, yesterday i changed the whole rack and pinion thinking that was the problem and again no luck.....I could really use some help on what could be possibly wrong with the power steering system
