Default B18a swap into 90 hatch std fuel pressure problem

I've done everything I can to get my damn pressure to get into 35-38 PSI range. Right now it's sitting at 30 and dropping slowly. I can drive it around but it would sputter once a while until I hit the gas hard it will go. I changed the regulator, filter, integra pump put in and still it won't go higher than 30 psi Do I need to get 255 walbro pump to get it higher? It has stock injector, rail, regulator and pump for stock b18a. I should not need high volume pump for that? Can low voltage flow cause the pressure low? Any help would be greatly appreciated!

Also when I take the vacuum off the regulator it will go up in the 38-39 psi range like it's supposed to be but with vacuum it drops to 30?

bump for one more time if nobody have any idea then my best bet would be walbro 255 fuel pump
