Need Experienced Autobody Opintion on EG Trunk Area

I do not have any prior body work experience, but I thought I'd fix a few things before repainting the car this summer. I knew that the car ('92 Civic DX Hatch) had some rear end damage but I didn't know how much until this weekend. Take a look at the following photos.
The seam that goes the width of my trunk, where a new section must have been added.
A few of the spot welds that are on both sides of the car. You can see the rust started from the welds and the rust in the corner.

Something must not have been sealed correctly because underneath the passenger side tail light looks like this.

I am keep this car for a long time and just needs some input on what the best route to take is for the repair of the rust. I didn't know if actually cutting out the entire section that was "repaired" and putting a new one in would be a good idea. Or if I should just clean, treat and POR-15 the damaged areas?
The hatch closes fine and the bumper has good but not perfect alignment with the car. I know how to weld and I have a MIG (110V) but I don't know what to do with it. I have the patience and desire to repair the car the best that it can be.
