Electrical problems...tail lights??

Electrical problems...tail lights??
I am new to this forum....and have a little problem with my 1991 Civic.
When I turn the car OFF the tail lights (running lights) come on.
When I turn the car ON the tail lights turn OFF.
Best I can think would be a short in the switch or a relay...
Any suggestions?
