Default P0172, CEL 45, aka the "never ending CEL"

I'm stumped!

Shortly before I put my ITR into hibernation this year, I had my valves adjusted, fuel filter changed, and the oil changed.

Two weeks after having that service done, the R threw me a P0172/ CEL 45: Fuel metering too rich.

After searching on HT I noticed that the Primary 02 sensor is the usual suspect, so I changed it. Everything is fine.... 500kms or so later it re appears, so just to make sure, I replace it again, along with brand new spark plugs, rotor and cap. I replaced the wires at the beginning of the season.

500kms passes no problems, 800kms passes by, nothing yet looks like I've cured the problem.

Car gets stored. I have been running her atleast once a week, making sure some oil gets circulated every once and a while.

Last week, I let her run once again, what do I notice appearing on the cluster... a CEL.

I jump the ECU, and you guessed it code 45, So for sure now it can't be the 02, because I have replaced it several times with the OEM part.

Has anyone had a similar problem in the past? My ITR is a 97, with 94,000kms, very much stock, with the exception of a Mugen Intake, and a JDM 4-1 mated to a high flow cat, and the stock exhaust. That's it.

Is it possible that the valves are too tight due to being adjusted when the engine was too warm? The Tech made sure that the Engine was at an appropriate temperature using a temp gun, before starting the adjustment.

What are some of the other symptoms associated with the P0172/CEL 45? Done alot of searching, but no answers. I find that is CEL is comon amongst honda's with Forced induction, but I'm no in that category.

Thank You to all who respond with some positive feedback.

The diag chart for P0172 says:
Check fuel pressure
If its NOT ok:
a) if its too high - check fuel pressure regulator and fuel return pipe
b) if its too low - check fuel pump, fuel feed pipe, fuel filter, fuel pressure regulator
If its ok: check Primary O2 sensor
If the O2 sensor is good: check for a sticking or leaking EVAP purge control solenoid valve
If thats good, check valve clearances.
Also indicates it could be a problem with fuel injectors.

HTH!
