Default amp only getting 7 volts

After hooking up an amp and sub to an already existing head unit, me and my friend came across a problem. The amp wouldnt work. After further inspection we noticed that the power light on the amp wouldnt light. After removing the ground...the light lit up red...when we put the ground back, the light went out. No green light for us. We took it to the local sound shop and they notified us that the amp is only getting 7 volts. Whats the cause of this? And what can be done to fix it?

Replace the fuse with another one. I've seen fuses come apart under the caps and not be visible, causing voltage drops.

So the constant or the remote turn on only had 7 volts?

If it is a AGU glass fuse, like these... http://www.scosche.com/efx.asp...10F4I it's the first place I would look, just replace it with a new one, I would have a close look at the power cable connections at the batt. and the fuse holder, I would assume the shop new better then to use the amps ground when testing for power
When you grounded the amp with
"the seatbelt bolt" is the ground terminal in contact with the floor pan, and was that floor pan cleaned down to bare metal?
Are the power and ground cables terminals soldered or just crimped on? 94

the setup worked with different components....so i know all the connections are ok, its just when we put this new amp in it doesnt seem to want to work...so the fuse idea makes sense

Test the fus for continuity with a DVM. This is the same problem that I had with my sisters amp. The fuse "looked " good until I tested it. Then I just swapped it out for a new one.
