ok i have somewhat of a sticky throttle...on occasion when i'm to a stop light, stop sign...and clutch in and go to neutral..the idle will stay at about 1400-1500....then i give it a quick rev in N the idle will go back to 750. so i was like ok...i got somewhat of a sticky throttle....so i searched...
i clean the throttle body with throttle body cleaner...clean rag wiped off the body, the butterfly...i cleaned and lubed the throttle cable with some lithium grease...lubed it at the engine bay as well as under the dash...i also lubed the return spring on the pedal. i check the adjustment on the throttle cable and it was ok.....so i went to drive it...same thing...again it only happens like once every 5 stop...sometimes it doesn't do it.
so i went ahead and see if it was the IACV, changed it to another one that i have as a spare...no difference. what else could this be? i was thinking either dashpot, or replace the throttle cable. if the dashpot diaphram was bad could it cause it not to return sometimes? when i unhooked the vacumn source to it...i could see the spring retracting and stuff...so i'm not sure how to cehck if its that. if not could it possibly be the throttle cable just getting worn out and needind a replacement?

I have somewhat of the same problem. I can be driving and press in the clutch and the rpms drop down to 1,000 - 2,000 and it will sit there. for anywhere from the hole time or just for a few sec. and then drops to 500 - 700 rpms. I've done just about everything you've done and no luck. I'm starting to think the TPS may be causing it?

im not sure about the TPS...it won't cause the sticky throttle condition...because after i do a quick rev it drops right down to normal...just seems like the butterfly might not be closing properly on occasions
take a look at the bushing at the pedal end of the cable. sometimes the cable will wear a groove into the bushing and a sticky pedal is the result. requires a new throttle cable to fix properly.
