If you're asking what I think you are it's in the speedometer itself. Intergrated with the instrument cluster.

CABLE DRIVEN CLUSTER ONLY

Well the Vehicle Speed Sensor is in the transmission, the source though of the electronic signal that the ECU reads comes off the cluster.

The actual VSS is located on the back of the gauge cluster, where the speedometer cable attaches. The speedometer gear assembly is located on/in the transmission, at the other end of the cable.

Well the ECU wouldn't blink 17 times to show a code 17, it'd blink a total of 8 times.

17

according to the downloadable manual (crx workshop, page 125), it blinks for the total amount. 17 is the vehicle speed sensor. well for obd 0 ecu's. The manual only lists 17 codes. it appears it does it differently for obd1, etc, like long and short flashes. my CEL also comes on for code 17. check your cable to make sure its not broken, and that its held in the tranny hole with the little C clip thing, also you will need to take off your speedo cluster and try reattaching the speedo cable where it connects to the cluster, if i pulled on the cable with pliers where it connects to the speedo cluster and then plug it in, it worked and wouldnt give me a CEL for a month or two.
